Samar State University Benchmarks TSU OGAD’s Best Practices
Tarlac State University is a public institution of higher learning in Tarlac City, Tarlac, with more than 25,000 student population and 1,400 faculty members and staff.
The university has three campuses in Tarlac City – the Main Campus, San Isidro Campus, and Lucinda Campus. It also has extension campuses in nearby municipalities, such as the Capas Campus, the Concepcion Campus, and the La Paz Campus. The ten colleges, the School of Law, and the Laboratory School are distributed among the various campuses to manage the university’s increasing student population.
Its core programs are centered on technology, engineering, accountancy, and education, offering 43 baccalaureate degree programs and 22 graduate programs in arts, sciences, social sciences, law, criminology, governance, business, computer studies, and other relevant fields of study. TSU also offers a STEM (Science, Technology, Engineering, Mathematics) strand for Senior High School students and a junior high school level under its Laboratory School, which was reopened in 2021.
The university is known as the top criminology school in the Philippines and has produced topnotchers in the fields of engineering, education, accountancy, psychology, architecture, and chemistry, among others. It is also the first state university with an Advanced Manufacturing Training Hub for engineering students.
Maintaining quality standards, TSU is the first university in the country to achieve the Integrated Management System awarded by the United States Accreditation Services, which covers ISO 9001:2015 (Quality Management System), ISO 14001:2015 (Environment Management System), and OHSAS 18001: 2007 (Occupational Health and Safety Assessment Series). Starting in 2021, TSU sustained its ISO 9001:2015 certification.
In terms of institutional international accreditation, TSU stepped up in the overall ranking of the WURI 2025 Global Top 400 Innovative Universities, landing on the 256th spot out of more than 1,200 higher education institutions worldwide that submitted entries.
Moreover, TSU is part of the HEIs in the 1501+ overall rank out of 2,318 institutions worldwide in the Times Higher Education Impact Rankings 2025
Also, in the 2023 uniRank University Ranking, TSU ranked first among 19 Central Luzon HEIs. The global ranking is based on the university's web presence through estimated traffic, domain trust or authority, and quality link popularity.
In national accreditations, TSU was awarded the Recognition for Proficiency in Quality Management in the Philippine Quality Award (PQA) 24th cycle last 2022. This is the highest level of national recognition for exemplary organizational performance that aims to recognize the achievements of both public and private organizations for their efforts toward performance excellence.
Furthermore, TSU is currently a holder of a Level IV Institutional Accreditation (IA), with 100% accredited programs, from the Accrediting Agency of Chartered Colleges and Universities in the Philippines, Inc. (AACCUP). To add, TSU is the first SUC in Region III to attain the highest level of AACCUP Institutional Accreditation.
With its aim to provide quality tertiary education, TSU is evaluated as SUC Level III by the Commission on Higher Education. The university has also been appraised through the Institutional Sustainability Assessment (ISA) of CHED-Office of Institutional Quality Assurance and Governance in 2019 and received a passing mark on March 4, 2021. TSU’s College of Teacher Education also received a Center of Development (COD) in Teacher Education from CHED in 2016.
Likewise, in terms of financial recognitions, TSU is a back-to-back awardee of the Government Financial Management Innovators Circle, Inc. for the Outstanding eNGAS System User Entity Award and the eNGAS System Inclusiveness Award (formerly Gallantry Award), and the Association of Government Accountants of the Philippines, Inc. for being one of the most outstanding accounting offices for the calendar years 2023 and 2024.
